You can "force drive" a coil to streamers, but they won't be very long and you will have lots of racing if the power and coupling is high enough. I used to do this on my first coils. I would only get 3-4" on a 9/30, compared to 24" when tunned properly.

Not sure what you mean by force driving the unit.  Generally
good spark output will be obtained only if the system is well-tuned.

Generally one builds the coil, then moves the tap point along
the primary until the best spark output is obtained.  TC programs
such as JavaTC will help to insure that you have enough primary
turns to be able to properly tune the coil, etc.
