It is well known that breakdown voltage for positive discharge (and
rod-plane setup) is the lowest measured. That's why dielectric strength
tests (and papers) concentrate on that configuration. For example, for long
discharges the average field required is 4.5 kV/cm for positive polarity but
5.5 kV/cm for negative.
Inception voltage is another thing.
