Hi Q,
Yes, capacitive coupling to people and other objects, and
inductive coupling to wiring, phone lines and thus appliances, are
the usual culprits in "weird stuff" happening in rooms next to or above a TC.
Solid concrete is an insulator at ~0% humidity, but it absorbs
moisture from both air and soil and can become quite conductive at
high voltages (15-20 kV+). Concrete block is extremely porous and
really sucks up water. Ask any of the basement waterproofing scam
artists. It's can be worse than unfinished wood.
Most private residences do not have concrete floors between
basement and first floor. That is usually found only in larger
multi-family units.

Hehe, how is that possible? Isn't concrete a quite good insulator? Or
was the energy transferred by capacitive coupling achieved between
