Paul,

You might have better luck shipping a potential transformer.  Their 
power rating is lower but they are dry.  I don't know what you would 
do about the oil in a distribution transformer.  Maybe have someone 
just take the core out of one and ship it to you?  Maybe Dr. 
Resonance can do it at his company?
