But I should note that my recommendation of fusing the primary of an NST to 
prevent shunt saturation form causing dangerous over currents seems to be 
flawed.

The NST seems to be able to go from a low power factor, to a high one, 
without substantially increasing primary current.  Thus, the fuse idea 
seems to be useless there...
