Am I "OFF"

I always see a note on a coil being noisy. My first try with a 15kv 30ma 
coil produces about 12 sparks with only a "pop" , the spark gap is loud  at 
about 15ft away, a  single gap with a fan. Cap is s/w 7nf.  Sec 3"dia 19 
tall , with 20" dia 4" high top load
   When I run some numbers it says my primary should be in tune at 9 to 10 
turns but it is at 14 turns.
I know I have more tune up to do but I don't seem much going on in the tank 
circuit .
