The capacitance value is dependent on the individual load for a specific
task at hand.  There is no "set" value that will offer PFC ability for an
entire shop, and I would assume that in some scenarios such an arrangement
would be both unsafe and unnecessary.  I'm sure that there are others on the
list who could give a technical response as to why this is so.  I would bet,
though, that with the current draw that a non-shunted transformer has the
ability to draw, that an inductive ballast would be more practical than any
type of capacitive correction.
