Supposed Tesla device on Ebay Australia

This item is currently on Ebay Australia:

The unit is labelled "Tesla High Voltage Coils" and appears to be a battery 
powered (I can't see a mains cord) unit with a spark gap on top.

Anyone know what this is, whether it contains a genuine Tesla coil 
(possibly an SSTC) and, indeed, what it is for?
