Information on the 1 watt tesla coil..

I was just curious a while back I remember talking about and getting 
information on a 1 watt tesla coil, it looks like a standard 2KW in size, 
but it only produced one streamer at a time and only consumed one watt of 
power, unfortunately I cannot find the info I had on this tesla coil or the 
guy who designed it, does anyone else here have information on it?
