That kind of rise time is usually done by using a Marx to charge a
capacitor that then breaks down a "peaking gap". Even a standard Marx with
a peaking gap might work. At those voltages, you'd probably want to use a
pressurized gap to keep the physical size reasonable.
The current would be mostly determined by the stray L and C in the
system. You didn't mention a discharge energy, which is an essential
design parameter.
Maxwell Labs (or Physics International), probably part of General Atomic,
now, makes these sorts of things.
