I think they are "lightly ballasted".. that is, they have some leakage
flux, but not enough to limit the current in a "dead short" situation. You
wouldn't want too much impedance in the microwave application, because it
would make the voltage sag too much as the tube filament warmed up and
started to conduct. Probably enough impedance to keep from killing the
diodes, etc.
