Oil supports greater electric fields without breakdown tha air, surely,
but also conducts a lot more than air or a good solid insulator. The
main reason for the conduction may be the presence of easily ionizable
impurities in the oil, that once ionized form convection currents
in the oil. The effect of the conduction can be as you state, with
the charge distribution around points reducing the electric field.
