If the gap doesn't fire, try making it smaller.  Much smaller.  See if
it will arc a millimeter.  If it won't do that, then perhaps your
capacitors are far too large?  I assume you've used one of the Tesla
coil calculators to determine how much capacitance you need, and that
these caps are appropriate.  If not, try less capacitance.  First
priority is to get the gap to fire, then you can work on tuning it.
