Dan is correct. If you do a quick Google search you'll find numerous
press releases from utility companies which mention the red light. Here
is one from Central Hudson Gas & Electric Corporation.
"Customers can help us ensure the system continues to perform at its
peak. In addition to conserving energy, they can also report red lights
lit atop our pole-mounted transformers. Those are warning lights that
the transformer is in danger of becoming overloaded and may be on the
verge of failure,"

This is not correct. The pilot light is an indication of overload on
the
