Yes, I believe this is the same person.  Mike Marcum claimed on numerous
occasions claimed to have invented a time
machine.  From what I've read from various sources is that the initial
design consisted of a jacobs ladders and some tesla
coil high voltage generators so it goes.  He claimed that he tossed a
machine screw through the corona discharge of either the
tesla coil or jacobs ladder at the top, whereas the screw disappeared for
one second, and reappeared on the desktop.  (not
simply passing through and falling to the desktop, but disappearing and
reappearing on the desktop)

During a subsequent interview, he claimed he was using transformers to step
voltages up to around 3MV and had constructed a device
similar to that of a distributor which was sued to create rotating magnetic
fields amonst the 24 coils (tesla coils?) he had constructed himself.

I wonder if he was using tesla transformers to step the voltages up to 3MV.
Anyways, if this guy has seriously built all the devices he has made claims
to on this list, then I would definitely believe he is capable of building a
time machine.
