I think the (non-) merits and hazards of chokes have been adequately
addressed.  But even assuming that chokes alone in series with the NST
bushings could somehow attenuate high frequencies, suggesting that
either chokes or safety gaps were better than the other is like
suggesting that flu shots are better than safety goggles.  Each one
addresses a different hazard and neither addresses both.  Chokes, R-C
filters, and L-C filters will not prevent mains resonant rise if a
static gap is opened too far or a rotary is turning too slow.  And a
safety gap will not attenuate RF preferentially to mains frequencies.
