Voltage a bit low/current a bit high (major ballasting needed). 4.5 kVA is
not my idea of "small", with 8-10 foot sparks with a good design. It would
probably work with current limited to less than 100mA. After that the small
gap would heat up too fast and a rotary would be too much of a pain get to
reliably fire at 5kV (gap would be either too wide and not fire or too
narrow, with motor play making the electrodes crash).
