Generally speaking, this is not a good idea.  However, with the values you
have mentioned below, this should work (at least as far as voltage stress
with respect each individual voltage rating).  The bleed resistor for the
1nf should be 100Mohms if you put a 10Mohm across the 10nf cap.  The current
rating for the weakest cap will be your limiter.
