They are open to the air, and recombine the H2 with O2 from the 
air.  There's also O2 released in an overcharge situation (hydrolyzing the 
water)

describes some stuff, and it appears that Hydrocap is actually a tradename 
for a specific product.  Maybe searching for hydrocap-dot-com or something.
