TC plans and cap source

RRC is offering a free basic set of plans for a nice performing TC running 
on a 12 or 15 kV NST with 60 mA output (two 30 mA units could be 
paralled).  The plans use a standard 8 inch ID piece of PVC schedule 40 
water piple and a 14 inch Van de Graaff oblate / sphere for HV 
terminal.  Sec wire size is 23 AWG.

Output is 36-40 inch spark.  System uses inexpensive MMC style caps.
