Uh, yeah.  You'd think a simple voltage divider
circuit would spring to mind, but then when you browse
the Transformers section of eBay, it is generally
obvious that most of the sellers don't know anything
about what they're selling.  They're just liquidating
surplus, and to them it's all just boxes with wires
sticking out :)
