Are you actually capable of measuring the capacitance on the bottles, or is 
that an estimate? The reason I ask is that SWCs can vary from estimated 
value quite a bit. You probably have done this, but I would try moving the 
tune point all over the primary, espically if you don't know what exact 
value your caps are at. Have you tried a breakout point yet? Do your caps 
have corona forming all over them when running? Is the coil grounded? 
Hopefully at least one of these questions help. Keep trying - you'll get it 
soon!
