Chris, Terry meant .0214uF, which is resonant for a 15/120 NST on 60Hz 
mains.  Odd recommendation since he helped start the LTR movement....

Richie Burnett has an excellent writeup on capacitor size and resonant rise

In a nutshell, LTR values prevent over-voltage due to resonant rise while 
still allowing a maximum bang size at a minimum BPS (maximum power 
through-put).
