A low cost ESR (equivalent series resistance) meter can be built from a kit
obtainable in Australia.

I have built one of these, and they work extremely well.
Bah! - Just checked - it will not measure below 1uF! And as the design is
microprocessor based, it would be rather hard to change.
Still, using this device and a CRO might give comparative measurements
accurate enough for the project.
