Build it and try it...
Water is a fine dielectric for pulses, but unfortunately a good solvent and
easily dissociated, so time enters into it.
There is an appeal, though, to taking a 100pF or so variable cap and turning
it into a 8000 pF cap, and for some applications, it might work surprisingly
well.
