The usual culprits are improper tuning and improper coupling, but since this
was a working coil without problems, I would suspect dust on the sec.    The
sec. coil in a large system is stressed heavily and dust or anything such as
a long hair across several turns may cause breakdown.

Don't bother with the insulating rings.  That would only be a bandaid on a
problem.  You have to find the problem first and fix it.  Perhaps do
retuning at low power and then do coeff. of coupling tuning (raising sec.)
at 30% variac power.

If racing sparks persist for too long you might have already done
irrepairable damage to the sec. coil.
