Thats not a true statement.  Firstly, it depends on the potential
transformer.  They all have different primary / secondary
voltages.

If you are only talking about the typical GE Potential Transformer most (if
not all) of us tesla coilers use, the secondary
voltage is indeed 120V.  Primary 14.4kV, Secondary 120V (Ratio 120:1)
