Q switching refers to changing the resonant cavity of a laser.  You pump
energy into the lasing medium (originally ruby rod), while keeping the
resonant cavity (the mirrors) non resonant, over a relatively long time
(microseconds) (flash tube duration), then turn on the resonance, the laser
oscillates (lases), and dumps the energy all in one big pulse, very quickly
(nanoseconds).  The Q-switch itself is some form of shutter (Kerr cell,
Pockels cell, Acoustic Optic modulator, mechanical shutter)....    This only
works if the "relaxation time" of the excited atoms is quite long (so you
can get a whole bunch of them excited, without them falling back to ground
state)..

Your basic TC does the same thing... slowly add energy to a capacitor, which
is not part of a resonant circuit (spark gap is "open"), then make a
resonant circuit (close the spark gap) and dump the energy quickly..
milliseconds to charge, microseconds to discharge.
