PT Mystery

I just got a GE JVM-5 1500 VA 14,400/120 PT that's
doing strange things. At first I thought it was
defective, since I only measured 6 kV out with 120 in.
I was using a WaveTek 27 XT and a WaveTek HV probe.
After much playing, I determined that this thing
appeared polarized compared to my pig and my nst. My
HV probe has a black ground and a probe. Neither my
nst nor my pig care which side is connected to which
bushing. I always get a good reading. However my PT is
different:
The PT has two studs on top and one on the side.

When I connect the probe ground to 1 I get 12.9 kV on
2 and 17.5 kV on 3.
When I connect the probe ground to 2 I get 5.8 kV on 1
and 6.3 kV on 3.
When I connect the probe ground to 3 I get 17.8 kV on
2 and 13.8 kV on 3.
I was feeding it 121.1 v in.
Any ideas why my 27XT set for AC with a HV probe
appears to be polarized? Does anyone know what the
three studs go to?
