Always.  I don't remember not seeing a centertapped version.  Some of the
new smaller ones might not be to cheapen the design.  The voltage is always
across the poles.

They do come in both voltages.  The largest relatively easy to find version
is the 15/60.  The 15/120 is very rare and hard to get used.  After that
there is the bombarder, which is the equivalent of a pole pig without the
oil.
