You are looking in the wrong way - should look in railway transformers.
Many suitable models are there - 220V 50 HZ primary, 6kV, 10 kV, 12kV, 
27,5kV secondary (depend on model).
Power levels are from 2 (yep as NST :) to 10 kVa.
The prices for NEW pigs are in 230-450$ range.
