Practically speaking, something like plywood might actually work fairly well
for a rotor material, especially if you were to mount the electrodes in an
insulating bushing.  If you were to find some sort of 1/4" thick hard
plastic bushing to mount electrodes in, you'd be all set and you could use
almost any metal disk, lots of which are available with holes conveniently
drilled in the center (i.e. things like cooking pot lids, etc.).  Something
like phenolic shoulder washers?
