I believe they are stamped in a machine press from sheet metal at high
production rates, hence the cheap price.  The die size and production run 
size would
be the cost factor, and large dies are expensive. You would have to have a
different die for each toroid size.

I have a toroid question too.  Do mounted toroids need to have the flat metal
plate in the center?  Does this serve some purpose for increasing the
capacitance, or is a toroid equally effective with an "empty center" ?
