TC Filter failure!? Help.

I was running my 15k-at-60ma today when there were several quick bursts from the
safety gap. Then the whole thing stopped. No more spark gap firings. I took
some quick xfrmr ohm measurements and it's the same as it always was. I
understand that the Terry style filter is designed to die before the xfrmr. 
If so
would it be the MOVs?   I don't know what to measure because I have to admit I
don't understand their function.
