Josh,

It's just what it says it is!  A filament transformer for a big vacuum tube
that requires the filament to be at a high voltage, e.g. a high voltage
rectifier tube or a radar magnatron.  It functions, on a much larger scale,
like the filament winding on a microwave oven transformer for the magnatron
filament that operates at high voltage.
