It is unlikely that a typical TC would radiate enough energy to confuse any
but the most stupid of radar guns. The usual gun these days runs at 24 GHz
and has relatively sophisticated signal processing to eliminate false
inputs from all manner of sources.
Yes, the front end isn't all that wonderful (a homodyne receiver), but, the
TC just isn't going to get all that much energy into it.
Calculate the power density at the radar gun's aperture and you'll see
why... Don't forget to take into account the power spectral density of the
TC within the radar antenna's inherent bandwidth
