Alan,

First thing to do is test your NST. If you don't have a HV probe, just see
how far away a ground wire will start an anrc from the HV terminals. A 15kV
should jump at least a 1/4 inch. Both sides should be the same.

If the NST isn't dead, give us some more coil specs, like what kind of gap,
primary and so on.
