One additional possibility to investigate is do you have a good neutral?
I had a machine that I was called to troubleshoot, when powered all
the relays chattered violently in a staccato fashion.  The neutral branch
powering the relays was wired, but not run home to neutral bus, took
us several hours to find in the panel.  When I wire a system now, I check
grounds first, neutrals second, then control "hot" switched circuits last...
