You could wrap tape, but it's not really very cost effective. A better
solution is either:
1) Physical layout such that you could actually use bare wire (i.e. physical
clearance is enough to handle the voltage... 1"/10 kV is very conservative)
2) Some form of HV wire: GTO15 for neon signs, if you have to buy it, is
$0.15/ft.. RG-213/RG-8 coax will handle TC primary voltages, and is
available surplus fairly cheap, "solid core" spark plug wire (expensive, but
widely available) is nice.. real flexible, silicone jacket, etc..
