Those numbers don't really mean anything in the regards of how you are
comparing them.
It does NOT mean ozone is 100 times more toxic than cyanide in equivalent
quantities.
What is *does* mean is that the OSHA considers 0.1ppm for an 8 hour exposure
a maximum safety limit for ozone and 10ppm for hydrogen
cyanide for the same period. It does not consider the "actual" effects on
the human body for these exposures.
10ppm of hydrogen cyanide may start causing some minor problems in humans
and the same could be true for ozone. However, a small
increase in the concentration of hydrogen cyanide may push its effects
onwards to lethal levels whereas, it may take considerably higher
concentrations of ozone to have the same effects.
The point is, the effects of concentrations of these poisons on the human
body is not linear and should not be compared as such.
