The first clue is the voltage coming from the 5V regulator. Either
it's not working correctly, it's in round the wrong way, or it is one
of the maverick types that needs some minimum load before its output
voltage drops to the correct level.

      The second is the heating in the LM317: it sounds as if it's
pretty heavily loaded assuming it's wired correctly. It is not a bad
idea to check that the supplies are all working correctly before
plugging any other components into the board.
