         Analogy:
         If i have 0.7A thru a 1 A fuse: it does not blow.
         If I add 0.4A: it blows.
         If i have no amps thru a 1A fuse it does not blow,
         I need to _add_ 1.1A to get it to blow...
                 The first case is that of a powered up
                 'puter, the second that of a 'puter off.

         (the parallel is exact, actually, since 'blowing'
         the itty bitty conductors is one failure mech.
         Consider the same analogy in a spark gap sense:
                 If a 1KV gap has 500V on it, I need only
                 add 500V to break it over...
         Again, the analogy is exact, as there are lots of
         Very Thin Insulators in the ICs and etc inside the
         'puter.)

         Being on 'prestresses' the components, lowering the
         amount of added energy required to do damage.

         'shields' are always partially effective.
         Some is better than none.  'some' will fail at
         high enough threat level...  Enough will withstand
         almost anything...

         I have done emi/rfi/esd testing for a living....)
