What is your gap spacing? I used to have the same problem with the racing
sparks. Try reducing your gap spacing a little and that might reduce those
racing sparks. You might then be able to couple the coil more tightly which
should give better results. I had a coil that was basically the exact same
setup as yours. You are doing better off than I did, I only got 9 or so
inches from mine. I never did figure out what was wrong with it and had to
take it apart for the time being. <Sob> You may also want to try a breakout
point if you haven't already. Basically just a wire taped in the center (or
side, or whatever) of the toroid. Good luck!

height: 5" diameter: 4"

Secondary: 3" D, 21.5" H

primary: .25" copper tubing .25" spacing, 5" D, 8" H

Power: 12/30 NST, .015uf 20kvdc mmc cap

Topload: 24" by 4" taped triod
-or-
19" by 3" taped triod

Sparkgap: cheap adjustable series gap

I tried tuning it with either topload but, still dont work right, 1 foot
sparks max, and racing sparks up the side. Coupling set to .12, I don't
know what to try next.
