salt water cap?

ok im goan be making some salt water caps and i have some questions.

first
the rod that goes down into the salt water needs to be how long?

second
how salty should i make the water? i was planing to make it almost a gel or 
a goo.

third
what oil do i use to cover the top? motor oil?

forth
and when i hook them up do i just, connect all the tops to one lead. and 
all the bottems/sides to the other lead?
