Might not be that hard to build a pressurized cap.. Think of two concentric
pieces of Copper pipe (or, even steel pipe, and have it silver
plated). Pressurizing to 100-200 psi would be no real problem, and would
increase the breakdown voltage by a factor of 10 or so.
