how to's: SRSG

I am a little foggy on how exactly to build a SRSG.  Mostly on the 
controller part, and the phasing/start point/degree setting parts.  Some 
people have capacitors hooked onto their srsg's and other don't.  I would 
greatly appreciate a straight forward explination on the contruction and 
workings of a srsg.
