no sparks from pdt

i got my pdt all wired up this week with the contol panel 
(breaker,variac,outlet,meter) and ballast..4 3500 watt 240v waterheater 
elements.this is on the same coil i have been running 8 15000 30 
nst's,sometimes with two R.Q static gap's other times a rotary gap.... to the 
point the pdt (15kva) with 240v input turns ratio checked -at-12vac input was
480v 
output hums when power is turned on BUT when i got no output on coil, i
started 
cutting back on the ballast untill only one element was in use..i can barely 
get it to arc the the gap on the R.Q. gap?are thr waterheater elem this 
losey...i get much better results with a 15000 30 nst..1?am i doing this wrong?
i am using both HV outputs just like a nst should i only be using one with the 
other side of the primary to
