This is considered a 'bad thing': it can lead to
Corona on the INSIDE and sparks down the inside.
An older, smaller, secondary, I Inherited had this
technique. I recently rebuilt the top end (most
critical) and, informally, consider it an
improvement

Mostly, sealants or adhesives are used, i believe.
Could tie it off with nylon monofilament, etc.
Lower end, being (hopefully) low potential
end, could be drilled and wired thru:

It has been recommended that the top fitting not
close off the secondary, to prevent build up of
ions. Details will depend on the details of
structure. A bit of wood across the top,
or a plastic bar with a bolt thru it...
(The coil i mentioned above, forinstance, uses
a 'caplug' to hold the ball. (likely be
better off with a toroid.)
(I've wondered if more attention to details of
the HV wiring: not using small ga (corona prone)
wire would help....???)
