Concrete, particularly dampish concrete, is a pretty good grounding
conductor. What it lacks in bulk conductivity, it makes up for in sheer
cross sectional area. This is especially true if you tie to the reinforcing
mesh or bars (too bad if you're putting in a Post Tension slab)..
You might do a web search or a archive search for UFER grounds...
