Hi John,
I do not understand your need for a HV probe in the context of your question.
I view an operating TC with an antenna wire attached to the vertical input of
the scope. I don't want my scopes anywhere near an operating TC unless
I had optical couplers. But anyhow, the scope / sig gen combo for
determining Fr works great altho you can also use a VTVM. Any cheap scope will
work and if you look around you may be able to find one of the veeery old
Heath or Eico 5 inch tube scopes for 15-25 dollars. Terry has plans for a
simple
resonance indicating gizmo somewhere in his web pages.
